Alpha Eta Rho Sigma Chi Upsilon

PURPOSE: To promote fraternal and academic excellence for students planning to become aviation professionals.
CRITERIA: Open to men and women of good moral character with an interest in aviation.
ACTIVITIES: Educational and social activities, community service programs, and activities which promote fraternal fellowship among its members.
ARTICLE I
NAME
Section 1. This fraternity chapter shall be officially known as Sigma Chi Upsilon; St. Cloud State University, Minnesota.
ARTICLE II
ORGANIZATION AND GOVERNMENT
Section 1. MEMBERS. The organization of this Fraternity shall consist of active, alumni, associate, and honorary members and duly elected officers.
Section 2. LAWS. The laws of this fraternity shall consist of the ritual of Alpha Eta Rho, the by-laws, and any additional regulations which may be added in accordance with the by-laws. This chapter shall have the power to make any necessary laws for its own government, so long as they are not inconsistent with the laws and purposes of the fraternity or the National by-laws.
Section 3. MEETINGS. This chapter shall meet regularly every first Wednesday of the month at 1700 hours during Fall and Spring semesters for the purpose of conducting chapter business. Meetings will not be held during periods when school is not in session. Officers and available members will meet at least once a month during the summer. Officers of the board must meet three times per month, at a predetermined time set by the officers, to discuss committee reports and other necessary business. If any officer misses the weekly meeting 3 times in one semester or 5 times in one year he/she will be required to appear before a quorum of members at a monthly meeting about their desire to be a board member of the fraternity. The quorum of members will then discuss and take any measures in which to reprimand the officer as they see fit.
Section 4. QUORUM. A quorum for the transaction of business in this Chapter shall be the majority of the active members, with the understanding that a majority consists of one over half of the current active membership.
ARTICLE III
CHAPTER OFFICERS, DUTIES, AND ELECTIONS
Section 1. SCSU CHAPTER OFFICERS. The officers of this Chapter shall be members there of in good standing. This shall be known as follows: Chief Pilot (President), Worthy Navigator (Vice President), Master of Communications (Secretary), Courier (Treasurer), Dispatcher (Historian), Operations Officer (Marketing Executive), and Assistant Chief of Operations (Student Advisor). The Assistant Chief of Operations must be a returning officer from the Alpha Eta Rho board. No one person can hold more that one office on an aviation board in the same school year. All elected officers must be at least a part-time student and be in school the full year of their term.
All of the officers shall portray the epitome of an AHP member by maintaining a professional, positive, and open-minded attitude. Officers should be knowledgeable of both the chapter by-laws and chapter operations. Maintaining the by-laws shall be the duty of the entire board. Each of the officers shall promote and attend all meetings, as well as attending as many fraternal activities as is possible. The specific duties of these officers shall be as provided for in the ritual and by-laws of this fraternity.
Section 1A. CHIEF PILOT/PRESIDENT. He/she shall serve as leader of the Chapter, and preside at all Chapter functions. It shall be his or her responsibility to appoint all committees and to act as an official member of each committee to see that the duties of each committee are properly performed. Attend and run all weekly board meetings and monthly organization meetings. Attend and act as executive supervisor of all social events, fund-raisers, and committees. Set organizational goals with board members. Maintain and update the by-laws and Standard Operating Procedures (SOP). Delegate power and keep in contact with board and committee leaders. Conduct elections of new officers.
Section 1B. WORTHY NAVIGATOR/VICE PRESIDENT. It shall be his/her duty to
serve as social chairperson of the Chapter, and, in the absence of the
President, to serve in his/her capacity.
Attend and help run all weekly
board meetings and monthly organization meetings. Plan and execute all
fund-raising activities for the semester. Attend social events, fund-raisers,
and hold committee meetings. Delegate power, and keep in contact with
fund-raising volunteers. Attend and report all monthly Council of Organization
meetings. Promote all AHP fund-raisers.
Section 1C. MASTER OF COMMUNICATIONS/SECRETARY. It shall be his/her responsibility to record the minutes and major events of the Chapter. It shall be his/her further duty to maintain the list of members and keep attendance at all monthly meetings. Prepare and maintain semesterly an active member phone directory. Record the business of both the weekly board meetings and the monthly organization meetings. Post the minutes from each meeting.
Section 1D. COURIER/TREASURER. It shall be his/her responsibility to collect fees and dues, and to maintain records and authority of the finances of the Chapter. It shall be his/her further responsibility to report the financial status to the National Executive Board, as established in these by-laws. Attend committee meetings involving social, fund-raising, or pledge activities. Maintain records of all dues paid by members. Prepare monthly income and balance statements for each month's organizational meeting. Work with the Worthy Navigator in maintaining a positive balance in the chapter's account. Prepare budget, with the assistance of the finance committee, for school funding. Gather names and National dues from new members and send this information to the National treasurer.
Section 1E. DISPATCHER/HISTORIAN. It shall be his/her responsibility to keep a complete record of all social activities and other events, and to maintain a scrapbook and publicity record of the Chapter. Attend and photograph all social events, fund-raisers, and meetings. Update photo album and display photos on bulletin boards, posters, etc. Work as second in command for the Operations Officer. Help set-up and run all social activities. Update and maintain the monthly calendar. Help promote all AHP social activities.
Section 1F. OPERATIONS OFFICER/MARKETING EXECUTIVE. Organize and run pledge recruitment during the Fall and Spring semesters with the assistance of the pledge committee. Act as the AHP liaison to the Spring banquet committee. With help from the dispatcher, help organize and execute all social events. Arrange all advertising in the school paper and school radio. Help promote all AHP social, pledging, and fund-raising activities.
Section 1G. ASSISTANT CHIEF OF OPERATIONS/STUDENT ADVISOR. It shall be his/her responsibility to assist officers at all fraternal functions and to ensure that they are operated in an orderly and efficient manner. It shall be his/her further responsibility, as a returning officer to provide sound advice on matters of business and fraternal activities to incoming officers. If there are no returning board members, then the most senior active member will be assigned the position. He/she shall be responsible for alumni contacts and mailings, foremost of which will be the bi-annual newsletter.
Section 1H. CHIEF OF OPERATIONS/FACULTY ADVISOR. It shall be his/her responsibility to ensure that all fraternal functions operate in an orderly and efficient manner. It shall be his/her further responsibility to assist the fraternity by providing sound advice on matters of business and fraternal activities. Only in the event of a voting tie will Chief of Operations have voting rights. Attend most AHP social and fund-raising events. Advise board on conduct and requirements as stated in the chapter by-laws and within school policies and procedures. Help Assistant Chief of Operations in maintaining alumni contacts. Act as an influential member in the selection of both scholarship and outstanding member nominees.
Section 2. ELECTIONS. All of the officers shall be elected by secret ballot by a quorum of active members from candidates nominated from the floor. The advisor shall be selected by the officers and approved by a quorum of the active members at the meeting on the first Wednesday of April. Nominations shall be opened at the first Wednesday meeting in March with further nominations in order at the first Wednesday meeting in April to be followed by an election of officers by secret ballot. The nominations, balloting, and election shall be conducted separately for each office, starting with the office of Chief Pilot/President, and concluding with the office of Assistant Chief of Flight Ops. A majority vote shall be required to elect.
Section 3. EXECUTIVE BOARD. The elected officers and the faculty advisor shall constitute this Chapter's Executive Board of Directors.
Section 4. TERM OF OFFICE. All officers shall serve a term of one year. The term shall run from May 1st to April 30th of the following year. No officer shall hold one position for more than two terms, with the exception of the faculty advisor.
ARTICLE IV
COMMITTEES AND THEIR DUTIES
Section 1. STANDING COMMITTEES. The standing committees of this fraternity shall be: The Finance Committee and the Pledging Committee. The number of active members of each of these committees shall be not less than three or more than five, determined by the Board of Directors and members shall be as appointed by the Chapter President from the membership.
Section 2. FINANCE COMMITTEE. This committee shall meet at least twice per semester to assess the fraternity's financial situation, and then report the findings at the monthly meetings. Committee shall be headed by the Courier, and shall be responsible for the yearly budget.
Section 3. PLEDGING COMMITTEE. This committee shall recommend the pledging activities and pledging qualifications. These activities and qualifications must be approved by the Executive Board. This committee will be headed by the Operations Officer.
Section 4. AD HOC COMMITTEES. Other committees may be formed as necessary. Committee members will be appointed by the President.
Section 5. COMMITTEE REQUIREMENTS. At every board meeting it is requested that one representative from each committee be present to explain the committee report. This representative must bring a legible written report of the happenings of the most recent committee meeting and present the report to the executive board. In the event that the committee did not meet since the last executive board meeting, a written report stating "no report" must be put into the committee report box in the aviation resource center at least one day before the executive board meeting.
In the event that no members of the committee are able to be present at the executive board meeting, a legible written report stating the happenings of the most recent committee meeting must be placed in the committee report box in the aviation resource center at least one day prior to the executive board meeting.
ARTICLE V
MEMBERSHIP AND INITIATION
Section 1. QUALIFICATION FOR MEMBERSHIP. The membership of this chapter shall consist of Active Members, Associate Members, Alumni Members, and Honorary Members. The fraternal bonds of this fraternity shall include men and women of good moral character who comply with the laws of the fraternity, are engaged or show interest in the profession of Aviation, and who are not members of a professional aviation fraternity in direct conflict with Alpha Eta Rho. No persons shall be initiated into this fraternity except by vote of the Active Members, constituting a quorum, present at a regularly called meeting of this Chapter.
Section 2. DEFINITION OF ACTIVE MEMBERS. Active members shall be duly initiated male and female students pursuing regular courses at St. Cloud State University who have served a pledge period as prescribed by the by-laws of this Chapter, and students who have been regularly initiated by another chapter who are in good standing, and who have regularly affiliated with the chapter.
Section 3. DEFINITION OF ALUMNI MEMBERS. Alumni members shall be those who were active members in good standing of this Chapter, who have graduated from, or ceased to pursue regular courses at St. Cloud State University. Alumni members cannot engage in voting activities.
Section 4. DEFINITION OF ASSOCIATE MEMBERS. Associate members shall be those duly initiated members who, at the time of their initiation, are not pursuing regular courses in any university or college in which an Undergraduate Chapter exists, and are actively engaged in the profession of Aviation, and SCSU faculty who are chosen for initiation by this Chapter. Associate members cannot engage in voting activities.
Section 5. DEFINITION OF HONORARY MEMBERS. The Executive Board may on its own initiative or upon recommendation from a chapter, designate certain outstanding men or women from the aviation industry as honorary members. Honorary members cannot engage in voting activities. No more than three honorary members may be designated during any academic year.
Section 6. ATTENDANCE REQUIREMENTS. During any given semester no member may have more than two unexcused absence from regularly scheduled meetings. In the event that more than two unexcused absence occurs, the member in question will be required to appear before the executive board where he/she will be questioned as to their desire to belong to the fraternity. In addition, the member in question will be placed on probation for a period consisting of the entire following semester. In the event that satisfactory attendance is maintained through the probationary period, probation will be lifted at the end of the semester and the member will be in good standing. In the event that more than one unexcused absence occurs while on probation, the member in question will be brought before the executive board where he/she will be given the opportunity to re-pledge the following semester or pay the fine, an amount of $20.00. The fine option may only be used once by any member. Refusal to re-pledge or to pay the fine will result in removal of the member in question from the fraternity. Any member may only be on probation once in their academic career. Any further attendance violations after a probationary period has been lifted will result in re-pledging the following semester, or paying the fine.
ARTICLE VI
FINANCES
Section 1. FEES. The initiation fee to be paid by each active and associate member initiated shall be ten dollars and must be collected from the initiate before his or her initiation. The initiation fee shall be remitted by the treasurer of the chapter within forty-eight hours after the initiation, to the National Secretary-Treasurer, whose receipt shall be sufficient evidence of such payment.
Section 2. DUES. The Sigma Chi Upsilon year begins September 1st and ends August 31st. Dues must be paid on at least a semesterly basis, due within two weeks after the first meeting of each semester, or on a yearly basis if so desired. If the dues are not paid within this time span the member will be sent a written notice of their delinquency. If payment is not received in seven working days from the postdate of the notice, the member will lose his/her membership and be forced to re- pledge if they wish to remain in the fraternity.
Section 3. ACTIVE DUES. Each active member will be assessed fifteen dollars per semester for the purpose of chapter dues. Active members who are initiated after March 1 shall pay ten dollars for the purpose of chapter dues for that year.
Section 4. ALUMNI DUES. Each Alumni member will be required to pay ten dollars per year.
Section 5. ASSOCIATE DUES. Each Associate member will be required to pay ten dollars per year.
Section 6. ADDITIONAL FEES. Additional fees may be assessed only after approval has been given by a majority of the members during a regularly scheduled meeting.
Section 7. MONETARY EXPENDITURES. The requirements for use of the University Account which shall be used for all monetary expenditures. Use of this account is restricted to use by the Courier, Chief Pilot, and Chief of Operations on an individual basis if so desired. A minimum balance of $300.00 must be maintained in the University Account at the end of Spring semester each school year to ensure that this chapter will have sufficient funds for the start of Fall semester the next school year.
ARTICLE VII
OFFICIAL INSIGNIA
Section 1. OFFICIAL BADGE. The official badge of this fraternity shall be patterned after the five-cylinder, radial, air-cooled airplane engine with diagonal propeller, containing three rubies and two green emeralds placed alternately in the heads of the five cylinders.
Section 2. OFFICIAL PLEDGE INSIGNIA. The official insignia of pledgeship shall consist of two short strips of one-half inch ribbon, one of black and one of chrome-yellow, bound together in a suitable manner.
Section 3. OFFICIAL COLORS. The official colors of this fraternity shall by chrome-yellow and black.
ARTICLE VIII
AMENDMENTS TO THE BY-LAWS
Section 1. These by-laws may be amended, or suspended in whole or in part, by
the vote of a quorum of the active members of this Chapter in good standing. The
vote will be held at a regularly scheduled meeting.
