Article I NAME AND PURPOSE
The name of this organization shall be the Residence Hall Association (RHA). The primary responsibilities of this organization are to act as a resource to individual halls and as a channel of communication between the nine residence halls; promote: civic engagement, cultural diversity, social, educational, and recreational programming for residence hall students; and provide a voice to residence hall and university policies.
Article II MEMBERSHIP
Section 1
- Any student residing in a Residence Hall at St. Cloud State University may be a member of RHA.
- RHA complies with the SCSU affirmative action statement: “St. Cloud State University (SCSU) is committed to providing equal education and employment opportunities and does not discriminate on the basis of race, religion, color, creed, national origin, sex, sexual orientation, age, marital status, disability, membership on a local commission, or status with regard to public assistance.”
Section 2
Each hall may have up to five (5) appointed voting representatives attend RHA throughout the academic year. Benton, Stateview, and Lawrence must have a minimum of two (2). W.W. Holes, Sherburne, Stearns, Shoemaker, Hill-Case, and Mitchell must have a minimum of three (3) appointed voting representatives.
Section 3
RHA shall have advisor(s) as appointed by Residential Life.
Article III OFFICERS
Section 1
- The officers of RHA shall be: President, Vice President, Administration Chair, Finance Chair, two (2) Programming Communications Coordinators (PCC’s), Technology Chair, Philanthropy Chair, and no more than two (2) National Communications Coordinators (NCC’s) as well as the Residential Life appointed advisors.
- Officers of RHA must adhere to all Residential Life Policies as well as University Policies (as stated in the University Code of Conduct) and must be productive and positive members of their residential community. Failure to adhere to these policies will result in disciplinary action which may include, but is not limited to:
- Sanctions deemed necessary by the rest of Executive Board
- Impeachment
- An officer may not hold two (2) positions in RHA, except in the event a current officer applies and is elected NCCIT.
Section 2
- All officers shall be students of SCSU, live in a residence hall, shall not be on academic probation, and must be in good residence hall standing. A cumulative GPA of at least 2.25 is required at the time of election and throughout the term.
- If an officer’s cumulative GPA falls below a 2.25. If after one semester the officer is still below a 2.25, they will be removed from office and a new election shall take place.
Section 3
Payment of Officers
- President, Vice President, Administration Chair, Finance Chair, PCC’s, Philanthropy Chair and Technology Chair shall receive a stipend of two hundred and fifty (250) dollars per completed semester.
- The NCC shall receive two hundred and fifty (250) dollars per completed semester. In the event of an incoming NCC, the NCCIT will receive one hundred (100) dollars for that training period, excluding the current officer.
- A completed semester shall consist of the academic semester including finals week. Payment will be made according to the number of weeks of service. A full semester of service will result in a full stipend. Positions that are filled after the first week of the semester will be paid fifteen (15) dollars for each week of active service (Monday – Sunday), or as determined by the Residential Life advisor, the President, and the Finance Chair.
- Failure to fulfill duties shall result in forfeiture of the stipend for that semester. Non-fulfillment will be determined by the Residential Life advisor(s) and the President.
- Checks shall be distributed on the pay-period closest to finals week.
Section 4
Officer Follow-ups
- In the event that an Executive Board member fails to meet the requirements of their elected position, based on the description of their constitutional duties stated in article IV, the following sanctions shallbe applied:
- Following the first offense, the Executive Board member will receive a verbal warning given by the advisor(s).
- Following the second offense, the Executive Board member shall be required to have a meeting with the advisor(s) and the President of RHA.
- Following the third offense, the Executive Board member shall be put on a probationary period for the rest of the officer’s term, and the officer’s stipend will be decreased by ˝one-half (1/2) of the officer’s remaining stipend.
- Following the fourth offense, the Executive Board member shall be removed from his or her executive position.
- The officer attendance policy is determined by Article VI, Section 2.
Article IV DUTIES OF OFFICERS
Section 1
The President Shall:
- Preside over all general body meetings.
- Attend all executive meetings as a voting member.
- Be the chief executive officer of RHA.
- Be the official representative and spokesperson of RHA.
- Vote in the event of a tie.
- Be acquainted with Robert Rules of Order (newly revised edition).
- Be responsible for the overseeing of the duties of the Executive Board.
- E-mail an electronic copy of general body meeting agenda at least twenty-four (24) hours in advance to Administration Chair.
- Appoint a representative to the Atwood Center Council, the Student Representative Assembly, NUCC (Neighborhood University Community Council), and any other university committees as needed.
- In the event of a vacancy in an executive position, the President shall have the responsibility to appoint an acting officer, with approval from the rest of the Executive Board, until the position can be filled through an election, unless otherwise determined by the Executive Board.
- Organize one (1) Executive Board leadership retreat for each semester..
- Meet with a RHA advisor on a weekly basis.
Section 2
The Vice-President shall:
- Perform the duties of the President in the event of his or her absence.
- Preside over Executive Board meetings.
- Be in charge of elections and the interview process.
- E-mail an electronic copy of general body meeting agenda at least twenty-four (24) hours in advance to Administration Chair.
- Book meeting rooms and make cancellations as necessary.
- Advise the Recognition/Leadership Committee with the NCC.
- Meet with a RHA advisor on a bi-weekly basis.
- Be responsible for keeping track of the RHA Blizzard Rewards program. The Blizzard Rewards spreadsheet on the RHA website must be updated with Blizzard Reward earnings by the 15th of each month. (See Blizzard Rewards program sheet for all approved actives and Blizzard Reward values).
- Assist the Leadership and Recognition committee in planning a RHA social event for RHA reps at the beginning of each semester.
- Coordinate Executive Board office hours.
Section 3
The Administration Chair shall:
- Take accurate minutes at all general body meetings B. Type general body minutes and distribute to the Director of Residential Life, Associate Director of Residential Life, Assistant Directors of Residential Life, Residence Hall Directors, Residence Hall Assistant Directors and all RHA members.
- In the event that an officer or advisor is absent at an Executive Board meeting, the Administration Chair shall send the absentee minutes to the Executive Board.
- Take attendance at RHA meetings so that notification of absence may be sent.
- Keep an updated roster of members’ e-mail addresses and residencies.
- Make the constitution available to members.
- Act as chairperson to the annual Constitution Review Committee meeting, and keep track of passed amendments made outside the Constitutional Review Committee.
- Meet with an RHA advisor on a bi-weekly basis.
- Inform new members about general RHA information and requirements within the Constitution and send the information to the Technology Chair to be made available J. Check RHA e-mail on a weekly basis and forward necessary e-mails to appropriate Executive Board members.
- Check OTM submissions by the 15th of each month to ensure that RHA Executive Board members and RHA representativeshave completed them.
Section 4
The Finance Chair shall:
- Act as a financial advisor to RHA.
- Develop and provide RHA with a yearly budget in the spring for the
following year after being reviewed by the current NCC’s
- Give monthly budget reports, or as needed.
- Advise the Finance Committee.
- Keep all financial records and file appropriate paperwork.
- Update RHA equipment and funding request forms as needed.
- Maintain the RHA inventory once per month.
Section 5
The Programming Communications Coordinators (PCC’s)shall:
- Advise the Programming Committee.
- Maintain program files.
- Attend MACURH and No Frills conferences or with the agreement with the Executive Board appoint a representative in the event of their excused absences.
- Programming Communications Coordinators (PCC’s) will have individual meetings with an advisor on a biweekly basis, and a group meeting will be held with an advisor on a biweekly basis, making it one (1) meeting a week.
- Be responsible for establishing RHA bulletin boards at the beginning of the year in each residence hall.
- Must plan at least four (4) all hall events per semester with the help of the Programming Committee.
- Update Promo TV as needed by sending information to the Technology Chair.
- Participate in weekly regional chats.
Section 6
The Technology Chair shall:
- Develop and Maintain RHA Website monthly.
- Update Promo TV as needed with PCC’s and Philanthropy Chair.
- Chair ResLife Cinema Committee.
- Continually complete additional technological aspects to help achieve RHA’s vision.F. Be present thirty (30) minutes prior to RHA hosted events.
Section 7
The Philanthropy Chair shall:
- Oversee a minimum of three (3) civic engagement and/or fundraising opportunities per semester.
- Facilitate Residence Hall Ink Jet Collection Program once a month.
- Chair Philanthropy Committee.
Section 8
The National Communications Coordinator (NCC) and NCCIT shall:
- Complete monthly reports to MACURH and e-mail a copy to the President.
- Train the new NCC fromNo Frills through NACURH.
- Prepare (or chair a committee to help with preparation) and submit the National Information Center (NIC) report.
- Attend regional and national conferences, meetings, and chats.
- Have necessary delegationtransportation fees allocated forby RHA.
- Advise the the Recognition / Leadership committee with the Vice President.
- Be responsible for forming and preparing delegations for regional and national conferences.
- Notify the Regional Director when the new NCC is elected.
- Provide information to all members about our regional and national standing upon request.
- The NCC and NCCIT should have the office hour together.
- Meet with a RHA advisor on a biweekly basis.
Section 9
All Officers Must:
- Attend all general body and Executive Board meetings as voting members.
- Submit at least one (1) OTM (Of the Month) per month.
- Have at least one (1) office hour per week in the RHA office and notify Vice President in the event of any change.
- Attend all programs hostedby RHA unless otherwise discussed by the Executive Board prior to the event.
- Maintain an introductory binder for the next student who will enter the position for the following academic school year.
- Attend a meeting at the close of school year with incoming and outgoing Executive Board members.
Article V DUTIES OF MEMBERS
The RHA representatives are the exclusive voting members of RHA. The representatives are appointed from each hall. Each hall may have up to five (5) appointedvoting representatives attend RHA throughout the academic year. Benton, Stateview, and Lawrence must have a minimum of two (2) representative. W.W. Holes, Sherburne, Stearns, Shoemaker, Hill-Case and Mitchell must have a minimum of three (3) appointed voting representatives.
The primary duties of RHA representatives are to:
- Be students who live in a residence hall at SCSU.
- Attend all general meetings.
- Act as a liaison of their respective hall by attending and providing RHA reports at weekly community council meetings
- Volunteer for and attend programs hosted by RHA.
- Vote on official business conducted by RHA.
- Be an active member of at least one (1) RHA committee and attend all meetings set by that committee.
- Handle voting in case of a referendum.
- Submit at least one (1) OTM per month.
- Be responsible for publicizing RHA events within the representatives’ respective hall, which includes maintaining RHA bulletin boards in the hall on a monthly basis with appropriate material.
- Give weekly hall reports at RHA.
- In the event that a RHA Representative no longer serves as one of their
Representatives for their hall, they must notify their Residence Hall Director, Assistant Hall Director and RHA Administration Chair.
The RHA General Body Members include any residence
hall student not appointed to RHA.
Duties include:
- Be a non-voting member of RHA.
- Act as a voting member in the event of an absence of one (1) of the RHA Representatives from their hall (proxy vote).
- Be active in any RHA committees of interest and the programs hosted by RHA.
Article VI ATTENDANCE, RESIGNATION, AND REMOVAL FROM OFFICE
Attendance
- An excused absence is defined as a medical or family emergency, personal illness, class conflict, or other as determined by the executive board. To be classified as excused, an executive board member, preferably the Administration Chair, and another RHA Representatives from one’s respective hall must be notified prior to the absence or within twenty-four (24) hours after the absence.
- An unexcused absence is defined as an absence that has not been prearranged or classified in the above categories.
Attendance Executive Board Members
- More than one (1) unexcused absence by an officer shall result in removal, this includes general body as well as Executive Board meetings.
- Following the first unexcused absence a letter of notification shall be issued to the member and a conference with the President and the Residential Life Advisor shall be convened. Shall that officer be the President, the Vice President shall be the conferencing member with the Residential Life Advisor.
- Repetitive unexcused tardiness shall result in a conference between the President and the Residential Life Advisor.
Attendance of the Representatives
- Three (3) unexcused absences per semester may result in removal.
- Immediately following the second unexcused absence, a letter of warning shall be sent to the Representative, the hall council President and the Residence Hall Director. Following the third unexcused absence the member must appear before the Executive Board of RHA.
Section 4
Resignation
- Any officer must submit a written resignation to the President at least two (2) weeks prior to the effective date. The resignation shall be filed in the RHA office. In the event that the resignation is not filed in accordance with policy no stipend will be awarded.
- In the event of a resignation of the President, that person must submit the written resignation to the Executive Board to be filed in the RHA office. The VicePresident will then fill the position of President and a new VicePresident shall be elected or appointed by the Executive Board.
- Upon resignation of any officer, a new election shall occur.
Section 5
Impeachment
- The process shall begin with a petition containing the names of at least one-third (1/3) of the active members. The petition shall be filed with the RHA advisors.
- The petition shall be introduced at the next general meeting. It shall automatically be tabled for one week to be voted on at the following RHA meeting. A two-thirds (2/3) majority vote by voting members will be required for removal.
- The party subject to impeachment shall be given a chance to speak before the vote takes place.
Article VII MEETINGS
Section 1
RHA will meet every Monday from 4:00 to 5:00 p.m. during the academic year, except during finals week, days of no class, and unless otherwise agreed upon by a two-thirds (2/3) majority vote.
Section 2
Committee meetings shall be held during the RHA general body meetings, and outside the meetings as necessary.
Section 3
Executive Board will meet weekly at an agreed time and place.
Section 4
A quorum shall consist of 50% +1 majority of the RHA body and eight (8) of the nine (9) voting Executive Board members.
Section 5
All meetings of RHA shall be open to anyone who wishes to attend.
Section 6
Special meetings may be called by the Executive Board twenty-four (24) hours in advance and with notice of the special meeting posted.
Section 7
The order of succession for running meetings is as follows: President, Vice President, NCC, Administration Chair, Finance Chair, Programming Communications Coordinators (PCC’s), Technology Chair, Philanthropy Chair, NCCIT.
Section 8
All voting taking place during meetings should be passed by amajority.
Article VIII COMMITTEES
Any student may participate in a RHA committee without being an active
member of RHA.
Section 1
The standing committees of RHA shall consist of:
- Programming
- Recognition/Leadership
- Finance
- Philanthropy
- ResLife Cinema
- Special committees as deemed necessary may be instituted by a majority of the voting RHA members.
Section 2
Committee Expenditures
Committees may utilize up to $100.00 of their budget per semester for one item or event without the approval of the general body.
Section 3
The Programming Committee
- Shall be advised by the Programming Communications Coordinators (PCC’s).
- Must help the Programming Communications Coordinators (PPC’s)plan at least four (4) all hall events per semester.
- Update the RHA bulletin board outside of Garvey with information on upcoming RHA programs as needed.
Section 4
The Recognition / Leadership Committee
- Shall be advised by the Vice President, NCC, and NCCIT with the assistance of the NCC and NCCIT.
- This committee shall be responsible for recognizing the RHA members and other Residence Hall students for their contributions. This includes but is not limited to quality OTMs, door decorations, etc.
- This committee shall be responsible for planning one (1) RHA social event nearthe beginning of each semester, outside of the official RHA meeting time.
Section 5
The Finance Committee
- Shall be advised by the Finance Chair.
- This committee will suggest and coordinate all fundraising activities that are approved by RHA.
- Is in charge of distribution of finals kits and other fundraising endeavors.
- Select promotional items for the following year.
Section 6
Constitutional Review Committee
- The Constitutional Review Committee shall be advised by the Administration Chair.
- The committee will meet at least once per year to review the constitution and the duties of members as necessary.
- This committee shall issue a report to the general body of RHA.
Section 7
Philanthropy Committee
- The Philanthropy Committee shall be advised by the Philanthropy Chair.
- The committee shall assist with the collection of Ink Jets.
- The committee shall assist the Philanthropy Chair with a minimum of three (3) civic engagement and/or fundraising opportunities per semester.
Section 8
Technology Committee
- Shall be advised by Technology Chair.
- The committee shall assist the Technology Chair with monthly movie selection and schedules.
- The committee shall assist with Public Relations for the betterment and advancement of RHA.
- Assist Technology Chair in any other capacities.
Article IX ELECTIONS
Section 1
Election Dates
- The President, Vice President, Administration Chair, Finance Chair, and Programming Communications Coordinators (PCC’s), Philantropy, Technology shall be elected during the Spring Semester for the following year. The Vice President shall make applications available for the candidates. Applications will be made available no later than the first Monday in March. The Vice President shall submit a timeline as to when everything will take place regarding elections to the Executive Board and to the RHA general body.
- The NCCIT must be elected during the Fall Semester for the following academic year. That person shall be an assistant to the current NCC through NACURH. The Vice President shall make available applications for the candidates. Applications will be made available the first Monday in November. Statements of candidacy shall be filed by the third Monday in November. Interviews shall take place during the third week in November. Elections shall take place the fourth Monday in November.
- The terms of RHA officers shall be from the close of the academic year through the last day of spring semester the next year for the President, Vice President, Administration Chair, Finance Chair, Programming Communications Coordinators (PCC’s), Philantropy Chair, and Technology Chair. The term of the NCC shall be from NACURH through NACURH of the following year.
Section 2
Candidate Qualifications
- Each applicant must fulfill requirements for Executive Officers as stated in Article 3, Section 2 of this Constitution.
- Each Applicant must complete application and interview process.
Section 3
Election Procedures
- The Vice President shall coordinate an Interview Committee consisting of him or herself, one (1) other current Executive Board member, and one (1) other RHA member for the purpose of approving qualified candidates.
- Any person running for an executive position shall not be on the election committee.
- The order of elections shall be President, Vice President, Administration Chair, Finance Chair, Programming Communications Coordinators (PCC’s), Philanthropy Chair, and Technology Chair. The current Vice President shall announce all of the candidates for each position before commencing any speeches.
- On the day of elections, each candidate shall be given the opportunity to make a one (1) minute speech. While each candidate is giving their speech to the body, other candidates for the same position shall not be present in the room.
- The body will then be given three (3) minutes to ask the candidate questions.
- Following the Question and Answer period, the candidate shall be escorted from the room. In the event of a candidate absence a proxy speaker, a letter, or technology may be used.
- A report shall be given by the Interview Committee summarizing the application and the interview. A general discussion of candidate qualifications shall follow, not lasting longer than three (3) minutes. Prior knowledge shall only be relevant to RHA. In the event that someone wishes to extend the three (3) minute discussion time, a motion must be made and passed.
- Voting members shall cast their votes for or against the candidate(s) via secret ballot. Ballots will be prepared by the Vice President in advance.
- Candidate(s) shall be allowed to return to the room following the collections of ballots.
- A recount shall be called for at the discretion of the President, Vice President, and the Residential Life Advisor or a two-thirds (2/3) majority vote.
- The rules of the recount or revote shall be announced prior to its proceedings, as per Robert’s Rules of Order (newly revised edition).
Article X REFERENDUM
Section 1
Shall be conducted on matters deemed necessary by a two-thirds (2/3) majority vote.
Section 2
A vote on the referendum shall be taken at each residence hall. This is a hall-wide vote, not just hall council. This vote shall be handled by the hall's RHA Representatives.
Section 3
The minimum of ten (10) percent of all residents must vote for the referendum to be considered valid.
Section 4
A simple majority shall be required to pass the measure.
Article XI AFFILIATION
RHA shall be affiliated with the National Association of College and University Residence Halls (NACURH) and shall be a member of the Midwest Affiliate of NACURH (MACURH).
Article XII CONFERENCES
Section 1
Any hall council, NRHH, or RHA member may attend MACURH and NACURH. Preference shall be given to active RHA members in good standing who have completed a conference application. In the event of an approved delegate cannot attend, he or she is responsible for finding an approved replacement or paying all costs incurred on their behalf.
Section 2
RHA pays all transportation fees and at least one-half (1/2) the delegation fee for RHA members (funds permitting based on the budget set by RHA) in good standing.
Section 3
The transportation fees and all of the delegation fees for executive board members will be paid (funds permitting based on the budget set by RHA).
Section 4
The NCC, the NCC-IT, and the Residential Life Advisor may limit the size of the delegation as they see fit.
Section 5
No Frills delegation shall consist of the President, NCC, NCC-IT, PCC’s, NRHH Representative, and an advisor.
Article XIII FUNDING REQUESTS
Section 1
Any organization that will benefit all residence hall students may apply for funding from RHA.
Section 2
Any hall that does not have consistent representation at weekly RHA and committees meetings may or may not be granted full funding requests.
Section 3
The Finance Chair will make funding request forms available.
Section 4
Funding requests must be filed no later than the Friday prior to the RHA meeting in which the funds will be requested. Additionally, a preliminary budget of the event or program must be submitted at this time.
Section 5
Final approval of all funding requests shall be voted upon at the general body meeting of RHA and will require a simple majority to pass.
Section 6
Should the funding request pass, funds shall be transferred in a timely manner.
Article XIV AVAILABILITY OF THE CONSTITUTION
This Constitution shall be available on the RHA Website: http://studentorg.stcloudstate.edu/scsu_rha.
Article XV METHOD OF AMENDMENTS
Section 1
Amendments to this Constitution shall be developed by the Constitutional Review Committee, who shall bring amendments to the RHA body.
Section 2
Proposed amendments shall be submitted to the vote of RHA.
- If approved by two-thirds (2/3) of voting RHA members and the Executive Board, it shall be submitted to the Director of Residential Life for approval, disapproval, or modification.
- If not approved by two-thirds (2/3) of the voting RHA members and the Executive Board, it shall be sent back to the committee.
- If approved by the Director of Residential Life, it is effective immediately.
- If modified by the Director of Residential Life, it shall go back to Article XV Section 2.
- If the amendment is disapproved by the Director of Residential Life, it shall return to the Review Committee.
Article XVI SUSPENSION OF THE CONSTITUTION
The suspension of the Constitution requires a two-thirds (2/3) majority vote of voting members present, and the unanimity of the Executive Board present. All or any part of each article may be suspended. A time limit for the suspension must be designated within the original motion.
Article XVII PARLIAMENTARY AUTHORITY
- The parliamentary authority for this organization shall be Robert's Rules of Order (newly revised edition), following the parliamentary procedure as formal as the body wishes.
- The President shall appoint Parliamentarian(s).
- The Administration Chair shall be the holder of the Constitution.
Article XVIII RATIFICATION
Ratification will be in accordance with Robert’s Rules of Order (newly revised edition) and shall be automatically implemented upon ratification.
Article XIX PROVISIONS
If any of the provisions of this constitution shall in any manner be held in conflict with any Federal or State law, any Minnesota State Colleges and University Board regulation, or the St. Cloud State University Student Code of Conduct, such provisions shall be considered null and void; in such an event the remaining provisions of this constitution will remain in full force and effect.

Abbreviations and Terms
- OTM (Of the Month)
- OTMs are to be filled out once a month on a person, event, or organization that you feel went above and beyond the call of duty.
- NRHH (National Residence Hall Honorary)
- NRHH is an organization that is made up of the top 1% of student leaders on campus.
- NACURH (National Affiliate of College and University Residence Halls)
- This is the national organization we are associated with. This conference takes place in May. Schools from all over the nation gather to attend programs on various issues, share ideas, and have fun!
- MACURH (Midwest Affiliate of College and University Residence Halls)
- This is the regional organization we are associated with. This conference takes place in November. Schools from all over our Midwest region gather to attend programs on various issues, share ideas, and have fun!
- NO-FRILLS
- This is a conference that takes place in February. Attendees include the NCC, NCC-IT, Advisor, Programming Chair, and a NRHH representative.
- NCC (National Communications Coordinator)
- The NCC helps plan conferences, keeps in contact with other regional and national schools, and keeps us affiliated on both the regional and national level.
- NCC-IT (National Communications Coordinator In Training)
- The NCC-IT is the individual that is training for the NCC position.
- RHD (Residence Hall Director)
- The RHD is the person in charge of your hall. They supervise the resident advisor staff, night security staff and much more! The RHD also acts as an advisor to your Community Council, and is a great resource for any questions you may have.
- AD (Assistant Director)
- The AD in your hall is a fellow student who assists the RHD in the supervision of staff within the hall, and helps out with many other hall functions. The AD serves as co-advisor to your halls Community Council, and is also a great resource for any questions you may have.
- RHA MEMBERS AT LARGE
- RHA Members at Large are members that do not vote (except in the case of absent voting members), but serve on committees and participate during meetings.
Committees
- Finance Committee
- Is in charge of the distribution of welcome kits and final kits. Welcome kits and Finals kits are packages filled with lots of goodies that parents purchase and send for their kids. This is done at the beginning of the fall semester and at the end of fall and spring semester.
- Picks the RHA promotional items for the following year. RHA promotional items are items with the RHA logo printed on them. They help us to get RHA’s name out to the student body. Past RHA promotional items included: key chains, chewing gum, pens, ice scrapers, lip balm, and much more!
- Helps with fundraising for RHA.
- Leadership and Recognition Committee
- Recognizes RHA members for their hard work and dedication. The committee can do this however they see fit.
- Organizes leadership events.
- Helps NRHH in organizing the RHA/NRHH leadership banquet at the end of each school year.
- Designs door decorations for RHA members.
- Plans RHA social events for RHA members.
- Programming Committee
- Helps decide what programs to put on.
- Assists the RHA Programming Chairs in hall wide programming.
- Helps decorate for RHA Programs.
- Helps with the overall facilitation of any RHA programs!
- Philanthropy Committee
- The committee shall assist with the facilitation of Ink Jets
- The committee shall assist the Philanthropy Chair with a minimum of three (3) civic engagement and or fundraising opportunities per semester.
- ResLife Cinema Committee (Technology Committee)
- The committee shall assist the Technology Chair with monthly movie selection and schedules.
- The committee shall assist with public relations for the betterment and advancement of RHA.
- Constitutional Review Committee
- Meets in March or April to review the current RHA Constitution. They propose various changes and additions to the RHA Constitution. Once they are finished viewing the Constitution and proposing changes, the committee brings back their suggestions to the RHA general body. The RHA general body then votes on all proposed changes and additions. The changes or additions that are passed by the general body are then added to the RHA Constitution, and such changes take effect for the upcoming academic year
Parlimentary Procedure
Parliamentary procedure insures the most efficient handling of business at any organized meeting. Meetings must be run by rules which all members understand and accept. RHA utilizes basic parliamentary procedure to run effective weekly meetings. Here are some of the basics of parliamentary.
- Motions
- Anyone can propose a motion. Motions are used to present an item of business for the group's consideration.
Procedure
- Obtain recognition from the RHA President. (Raising your hand will do).
- State motion in concise way. ("I move that....")
- A voting member must second the motion. ("I second the motion.")
If no voting member seconds the motion, the motion dies.
- RHA President asks for any discussion (This is the time where people discuss whether they agree or disagree with the motion).
- RHA President puts the motion to vote and announces the results.
- Amendments
- To modify a motion. An amendment is made in the same way as a motion. You would simply state, "I move to amend the motion by..."
Ways to Amend
- To strike words.
- To add words.
- To strike out and add words.
- To divide the motion into two (2) or more motions.
- To strike the entire motion and substitute a new motion on the same subject.
- Voting
- RHA voting members can vote in one of three ways:
- Agree or be in favor of the motion.
- Disagree or not be in favor of the motion.
- Abstain, meaning the member neither agrees nor disagrees with the motion.
- When voting for a motion, RHA voting members must simply raise their placards or hands when the President requests it. Sometimes the RHA President may opt for a secret ballot vote so that no one can see how others are voting.
